Editions
Standard includes the game. Ultimate includes the game plus the Ultimate Edition Upgrade. Eligible preorder benefits apply separately to both digital editions; they are not the reason to choose Ultimate.
The difference is the Ultimate Upgrade.
On the US PlayStation and Xbox stores, Standard is currently $79.99 and Ultimate is $99.99. That $20.00 difference buys the Ultimate Edition Upgrade, which Rockstar says contains 16named vehicles, weapons, style items, destinations and activities revealed across the story.

Standard does not lock you out.
Rockstar says Standard owners can buy the Ultimate Edition Upgrade separately through the PlayStation or Microsoft storefronts. Physical Standard buyers can upgrade after redeeming the download code in the box.
The US Xbox store currently lists the standalone upgrade at $20.00. Confirm the live price and availability on your own platform before buying; the PlayStation add-on may not be purchasable until the underlying game is owned or redeemed.
You only need the base game.
Standard includes the full game and remains eligible for the stated preorder benefits when the order meets Rockstar and platform terms. You can evaluate the separate Ultimate Upgrade later.

Ultimate bundles the upgrade from the start. The extras span vehicles, weapons, styles, special destinations and activities; they are not a separate copy of the game or a different release date.
